    Background: A NEW TURN IN THE BORDER DISPUTE BETWEEN MOROCCO AND ALGERIA CAME YESTERDAY (WEDNESDAY) WHEN EMISSARIES OF MOROCCO'S KING HASSAN II FLEW INTO ALGIERS TO DISCUSS THE DISPUTE WITH PREMIER BEN BELLA. THIS FOLLOWS FRONTIER CLASHES EARLIER THIS WEEK, IN WHICH BOTH SIDES ACCUSED THE OTHER OF TERRITORIAL INCURSIONS.

    THE MOROCCAN DELEGATION WAS HEADED BY INFORMATION MINISTER ABDELHADI BOUTALEB. THEY WERE MET ON ARRIVAL AT ALGIERS AIRPORT BY THE ALGERIAN FOREIGN MINISTER, M. ABDELAZIZ BOUTEFLIKA.

    BOTH ALGIERS AND RABAT HAVE MADE CONFLICTING CLAIMS ABOUT THE BORDER CLASHES AND WHERE THEY TOOK PLACE, BUT BOTH SIDES AGREE THAT 10 MEN WERE KILLED, OTHER WOUNDED AND MILITARY INSTALLATIONS DAMAGED.

    THE AREA WHERE THE CLASHES WERE REPORTED IS IN A BORDER REGION WHICH BOTH COUNTRIES CLAIM. THE BORDER IS ILL-DEFINED AND THE TERRITORIAL CLAIMS HAVE NEVER BEEN SETTLED SINCE MOROCCO GOT INDEPENDENCE FROM FRANCE.

    THE MOROCCAN ENVOYS CONFERRED WITH MR. BEN BELLA SOON AFTER ARRIVAL. LATER, REPORTS SAID A SPECIAL ALGERIAN-MOROCCAN COMMISSION WOULD MEET TOMORROW IN TLEMCEN, WESTERN ALGERIA, TO DISCUSS PENDING PROBLEMS.

    MEANWHILE, BERBER DISSIDENTS IN THE RUGGED KABYLE MOUNTAINS STILL POSE MAJOR HEADACHE FOR MR. BEN BELLA. A VISNEWS CAMERAMAN VISITED THE REGION YESTERDAY. IN THE MOUNTAIN VILLAGE OF MICHELET, HELD BY THE BERBERS, HE FOUND EVERYTHING OUTWARDLY CALM.

    A FEW MILES AWAY, IN AIT MELLAL, THE REBELS' LEADERS M. AIT AHMED, AND COLONEL MOHAND OU EL HADJ RECEIVED NEWSMEN AT THEIR STRONGHOLD HEADQUARTERS. ARMED GUARDS STOOD NEARBY.

    M. AIT AHMED SAID: "THEY (THE GOVERNMENT) ARE LOSING. THEY WILL LOSE WHETHER THEY CARRY OUT REPRESSION OR NOT." HE SAID A FULL PRESS CONFERENCE WOULD BE HELD TOMORROW.
