    The United States and the Soviet Union on Friday (18 October) signed an historic agreement under which the U.S.S.R. will ease its restrictions on Soviet Jewish emigration in exchange for American trade concessions.

    Under the agreement the U.S.S.R. promised to discontinue the alleged harassment of would-be emigrants. The Soviets Union is also expected to allow 60,000 people a year to emigrate compared with the 35,000 permitted to leave last year.

    President Ford and a group of key Congressmen announced that ???ent had finally been reached on Friday morning.

    Congress will review compliance with the emigration standards and has the option to cancel the trade concessions after 18 months if it is felt the terms of the agreement are not being meet by the Soviet Union.

    Although most of the emigrants will be Soviet Jews, the agreement applies to people of all religions and creeds.

    Senator Henry Jackson, who was instrumental in instigating the agreement, said the conditions would apply to all nations which wanted to trade with the United States.
