    Colonel Mengistu was greeted at Vnukovo-2 VIP airport Moscow by Soviet President Leonid Brezhnev, Prime Minister Alexei Kosygin and other high Kremlin officials. The Ethiopian Leader was given a full state welcome, covered live on Soviet and East European television.

    Background: Africa...and the Ethiopian Head of State, Lieutenant Colonel Mengistu Haile Mariam left the Nigerian capital of Lagos for Moscow on Thursday (16 November) on the latest in a series of foreign visits. Talks with Soviet leaders are expected to concentrate on military and economic aid for his country. The Ethiopian leader arrived in Lagos on Tuesday (14 November) for a three-day visit.

    SYNOPSIS: Colonel Mengistu was met at Lagos airport by Nigerian Head of State, Lieutenant-General Olusegun Obasanjo. He flew to Nigeria from Tanzania, where, after talks with Tanzanian President Julius Nyerere, he condemned the Ugandan invasion of territory in north-west Tanzania. Later, the Head of State had talks on commercial and other relations between the two countries. It was thought that the talks included a possible Ethiopian offensive against separatist guerrillas in the province of Eritrea.

    On the second day of his visit (15 November), colonel Mengistu made a sight-seeing tour in the Ni???erian capital. His first call was at the Cenotaph in the Tafawa Balewa square, where he laid a wreath on the tomb of the unknown warrior commemorating Nigeria's war dead.

    During the twenty-one months Colonel Mengistu has been in power, Ethiopia's fortunes have improved greatly. His policy of encouraging Cuban and Soviet military aid has brought considerable success against Somalia and the Eritrean guerrillas. Eritrean sources quoted in Rome say that Ethiopia is preparing a new offensive in the province. Western observers feel that Colonel Mengistu's latest round of visits are aimed at finalising plans for the offensive.
