    THE OBSERVERS, FROM BRITAIN, CANADA, SWEDEN AND THE UNITED NATIONS, WERE INVITED BY THE FEDERAL AUTHORITIES TO INVESTIGATE BIAFRAN ALLEGATIONS OF GENOCIDE. THEY ARE MAJOR-GENERAL ARTHUR RAAB (SWEDEN), MAJOR-GENERAL HENRY ALEXANDER (BRITAIN), MAJOR-GENERAL W.A. MILROY (CANADA) AND MR. NILS GOERAN GUSSING, REPRESENTING UNITED NATIONS SECRETARY GENERAL U THANT. REPRESENTATIVES FROM THE ORGANISATION OF AFRICAN UNITY (OUA) AND POLAND WERE EXPECTED TO ARRIVE SHORTLY.

    GENERAL GOWON TOLD THE FOUR MEN AT THE HEAVILY-GUARDED DODAN BARRACKS IN LAGOS THAT THEY WOULD HAVE COMPLETE FREEDOM OF MOVEMENT. HE SAID THE OBSERVERS WOULD BE ABLE TO TOUR AT THEIR OWN INSTANCE OR IN RESPONSE TO INTERNATIONAL ALLEGATIONS ABOUT FEDERAL TROOPS IN ANY PARTICULAR AREA.
