    In Washington, Israel and the United States have begun a fresh round of Middle East peace talks, with each side saying it was waiting to hear the other's proposals for breaking the impasse in negotiations. Israeli Foreign Minister Moshe Dayan met the U.S. Secretary of State Cyrus Vance at the start of two days of talks on Wednesday (26 April), to prepare for a visit next week by Israeli Prime Minister Menachem Begin.

    SYNOPSIS: Mr. Dayan spoke to reporters in Israel before he left for Washington.

    Mr. Dayan's arrival in Washington coincided with the disclosure that the Carter administration had decided to defer by two days the formal submission to Congress of its controversial warplane sales for Israel, Egypt and Saudi Arabia.

    After his first round of talks, Mr. Dayan was reluctant to give details of the discussions. He was introduced to waiting newsmen by the American Ambassador to Israel, Samuel Lewis.
