    PRESIDENT MILTON OBOTE, OF UGANDA, HAS URGED THE ADOPTION OF A MOVE-TO-THE-LEFT SOCIALIST STRATEGY IN HIS COUNTRY TO HELP PROVIDE A COUNTER FOR THE APARTHEID IDEOLOGY OF SOUTHERN AFRICA. PRESIDENT OBOTE TODAY (THURSDAY) COMMENTING ON PROPOSAL AT YESTERDAY'S CONFERENCE OF THE RULING UGANDA PEOPLE'S CONGRESS, IN KAMPALA, ATTENDED BY PRESIDENT JULIUS NYERERE, OF TANZANIA, PRESIDENT JOSEPH MOBUTU OF CONGO-KINSHASA, AND PRESIDENT KENNETH KAUNDA, OF ZAMBIA.

    ADDRESSING MORE THAN 1,000 DELEGATES FROM ALL PARTS OF UGANDA, PRESIDENT OBOTE SAID THAT IN SEVEN YEARS SINCE INDEPENDENCE, UGANDA HAD MOVED FROM A POSITION OF PROBABLE DISINTEGRATION TO A SINGLE, UNITED COUNTRY AND PEOPLE.

    HE SAID THE CONFERENCE AGENDA WAS THE SHORTEST EVER, WITH THE MAJOR ITEM BEING A DECISION ON NEW POLICY DOCUMENTS FOR THE "MOVE-TO-THE LEFT" SOCIALIST STRATEGY.

    HE TOLD DELEGATES THE WHOLE COUNTRY AND NATIONALIST AFRICA WERE LOOKING TO THEM FOR A MESSAGE THAT WOULD CONSOLIDATE AFRICAN NATIONALISM.

    PRESIDENTS NYERERE, MOBUTU AND KAUNDA SAT WITH PRESIDENT OBOTE ON THE OFFICIAL PLATFORM DURING THE OPENING CEREMONY.

    HUNDREDS OF COLOURFULLY DRESSED PARTY SUPPORTERS, AND GROUPS OF TRIAL DANCERS, GREETED THE VISITING PRESIDENTS AND CONFERENCE DELEGATES.
