  • Description

WHEN PRESIDENT KENNEDY ANNOUNCED THE BANNING OF ALL IMPORTS TO THE UNITED STATES FROM CUBA, FEBRUARY 4, THE EFFECT IN SOME CASES PROMISED TO HAVE A DOUBLE EDGE. THE TRADE EMBARGO WAS CALLED IMMEDIATELY AFTER THE INTER-AMERICAN CONFERENCE AT PUNTA DE ESTE WHICH DENOUNCED THE CASTRO REGIME.

HOWEVER, THE BULK OF THE GBP12,500,000 CUBA EXPORT TRADE TO THE U.S. WAS MADE UP OF TOBACCO ORDERED BY THE CIGAR MAKERS OF FLORIDA. IN THE TOWN OF TAMPA, FOR EXAMPLE, HALF THE WORK FORCE IS EMPLOYED MAKING THE LOW PRICED CIGARS WHICH ARE SO POPULAR IN THE UNITED STATES. LARGE RESERVES OF TOBACCO ACCUMULATED BEFORE THE BAN ALLOW THE MACHINES TO KEEP TURNING - BUT FOR NOW LONG IS NOT KNOWN. THE MACHINES THEMSELVES - WHEN FIRST INTRODUCED - REDUCED THE NUMBER OF CIGAR WORKERS BY HALF. TAMPA CIGARS SELL AT THREE FOR ABOUT ONE SHILLING.

PRESIDENT KENNEDY SAID THE TRADE BAN WOULD CUT CUBA'S DOLLAR INCOME AND LIMIT CASTRO'S CAPACITY TO ENGAGE IN WHAT HE CALLED ACTS OF AGGRESSION AND SUBVERSION IN THE WESTERN HEMISPHERE.
