    Background: The 27th anniversary of the formation of the North Vietnamese People's Army has been marked by a big rally in Hanoi.

    The rally -- on 18 December -- was attended by both Prime Minister, Pham Van Dong, and the Minister of Defence, General Vo Nguyen Giap.

    According to the official commentary supplied with this film both men spoke of the success of North Vietnamese forces in their fight against the United States.

    SYNOPSIS: Bouquets for North Vietnam's Prime Minister, Pham Van Dong -- and his Defence Minister, General Vo Nguyen Giap. They were attending a rally in Hanoi on Dec 18 to celebrate the 27th anniversary of the formation of the North Vietnamese People's Army.

    According to official information supplied with this film, Pham Van Dong told an enthusiastic audience that the North Vietnamese Army was now progressing towards victory in its fight against the United States. And he's quoted as saying that the Army had won many victories in its fight for the liberation of Vietnam. Pham Van Dong apparently chose this rally to announce that four American planes had been shot down over North Vietnam. The United States says the planes were lost over Northern Laos.

    General Vo Nguyen Giap is reported to have told the audience that President Nixon had failed in the fighting for Indochina. He said the people of North Vietnam -- and the North Vietnam People's Army would continue to do their best for victory.

    The official commentary says the mood of rally was one of pride in the way the People's Army had fought the United States. With the speeches over, the Prime Minister and other official guests led the audience in cries of "Battle. Battle, Battle" -- and "Victory, Victory, Victory." An editorial published in Hanoi to coincide with this ceremony called on the People's Army to vigorously step up the war of resistance until final victory is achieved.
