India's foreign Secretary, Mr. Kewel Singh, held an unscheduled round of talks with the pakistan leader, Prime Minister Zulfikar Ali Bhutto on Friday (13 September) to discuss communications links between the two nations. After the talks broke up it was announced that India and Pakistan has reached agreement on restoring postal services and telephone and telegraph links broken in the 1971 war.
Mr. Singh, who is heading 15-man delegation to the talks, told newsmen he was absolutely satisfied with the agreement.
The discussions were to have been held in June, but were called off by President Bhutto after India exploded a nuclear device.
They began again on Thursday and the atmosphere was termed "constructive" by spokesmen for both countries.
