    Background: PRESIDENT AMERICO THOMAZ BITTERLY ATTACKED THE UNITED NATIONS YESTERDAY (MONDAY). IN A SPEECH AT THE OPENING OF THE NEW PORTUGUESE PARLIAMENT IN LISBON, THE PRESIDENT EMPHASISED HIS DETERMINATION TO PRESS AHEAD WITH POLICIES OF ECONOMIC DEVELOPMENT AND SOCIAL IMPROVEMENT -- WITHOUT SLACKENING THE DEFENCE OF PORTUGAL'S OVERSEAS TERRITORIES.

    ON THE SUBJECT OF THE UNITED NATIONS, PRESIDENT THOMAZ SAID THAT AN ORGANISATION WHICH ACCEPTED AS LEGITIMATE THE ATTACKS OF "IRRESPONSIBLE BANDS OF TERRORISTS", WHILE IT CONDEMNED POLICE ACTION TO MAINTAIN ORDER AS ILLEGITIMATE, COULD NOT SPEAK WITH EQUITY AND JUSTICE.

    HE AGREED THAT NO PLEBECITE HAD BEEN UNDERTAKEN IN PORTUGUESE AFRICAN TERRITORIES TO SEE IF THE POPULATION WANTED TO REMAIN PORTUGUESE. BUT, HE ADDED, IT WAS A GROSS MISTAKE TO BELIEVE THAT A DEMOCRATIC VOTE ALWAYS EXPRESSED THE COLLECTIVE WILL OF THE PEOPLE.

    HE TOLD THE NEW PARLIAMENT RETURNED IN LAST OCTOBER'S ELECTIONS THAT PORTUGAL DID NOT RETAIN HER OVERSEAS TERRITORIES FOR ECONOMIC PROFIT. INDEED, HE WARNED THAT THE MEANS AVAILABLE FOR PURSUING PORTUGAL'S POLICIES WERE MEAGRE BECAUSE OF SUBVERSION IN HER OVERSEAS TERRITORIES.

    ONLY A SKILLED AND AUSTERE ADMINISTRATION COULD MEET THE EXPENSE OF PORTUGAL'S FOREIGN POLICIES, WHILE DEVELOPING AGRICULTURE, INDUSTRY AND THE LIBERALISATION OF TRADE AT HOME.

    ANOTHER SPEAKER TO WIN APPLAUSE DURING THE OPENING PARLIAMENTARY SESSION WAS FORMER FOREIGN MINISTER FRANCO NOGUEIRA, WHO HAS ALSO STRONGLY SUPPORTED PORTUGAL'S RETENTION OF AFRICAN TERRITORIES.
