    ISRAEL AND THE CONGO THIS WEEK CALLED FOR PEACEFUL SOLUTIONS TO INTERNATIONAL CONFLICTS AND THE LIMITATIONS OF ARMS SUPPLIES TO THE MIDDLE EAST. THE CALL CAME IN A JOINT COMMUNIQUE SIGNED BY THE CONGOLESE PRIME MINISTER, GENERAL LEONARD MULAMBA, AND HIS ISRAELI COUNTERPART, MR LEVI ESHKOL, WHO ARRIVED IN THE CONGO LAST SUNDAY ON A STAGE OF HIS PRESENT AFRICAN TOUR. THE TOUR IS AIMED AT STRENGTHENING AFRO-ISRAELI RELATIONS.

    MR ESHKOL FLEW INTO LEOPOLDVILLE -- WHICH BECOMES KINSHASA ON JULY 1 -- FROM LIBERIA. THE CONGO WAS THE MID-POINT OF HIS SEVEN-NATION TOUR. BESIDES LIBERIA, HE HAD ALREADY VISITED SENEGAL AND THE IVORY COAST, AND AFTERWARDS WAS GOING ON TO UGANDA, KENYA AND MADAGASCAR. HIS FOUR-DAY STAY IN THE CONGO WAS THE FIRST OFFICIAL STATE VISIT BY ANY PRIME MINISTERS SINCE THE CONGO'S INDEPENDENCE SIX YEAR'S AGO.

    AT THE AIRPORT CEREMONY, WHERE HE WAS WELCOMED BY GENERAL MULAMBA AND THE FOREIGN MINISTER, MR JUSTIN BOMBOKO, THE ISRAELI PRIME MINISTER SAID HIS COUNTRY BELIEVED IN COMPLETE CO-OPERATION WITH ITS AFRICAN FRIENDS.

    ON MONDAY, MR ESHKOL HAD AN INFORMAL 45-MINUTE MEETING WITH PRESIDENT MOBUTU. SOURCES SAID THEY BRIEFLY REVIEWED RELATIONS BETWEEN THEIR TWO COUNTRIES. PRESIDENT MOBUTU ALSO RECALLED THAT WHEN HE TRAINED AS A PARATROOPER IN ISRAEL SOME THREE YEARS AGO, HE RECEIVED HIS PARATROOPER'S LICENSE PERSONALLY FROM MR ESHKOL. FOLLOWING THE MEETING, MR ESHKOL VISITED THE CONGOLESE WAR MEMORIAL AND PLACED A WREATH ON IT.
