    THE TANGANYIKA PRESIDENT SAID THE SOUTH AFRICAN PROBLEM WAS NOT PURELY A RACIAL ISSUE, BUT ESSENTIALLY A FASCIST QUESTION AND, HE ADDED, "WE ARE REALLY WAGING THE FINAL BLOW AGAINST FASCISM." HE SAID AFRICANS WOULD ALSO BE FORCED TO FIGHT IF PORTUGAL INSISTED ON REGARDING ITS TERRITORIES OF MOZAMBIQUE AND ANGOLA AS AN INTEGRAL PART OF PORTUGAL, THUS DENYING THEM INDEPENDENCE.

    MR.BEN BELLA JOINED WITH MR.NYERERE IN ISSUING A COMMUNIQUE CALLING FOR IMMEDIATE ACTION TO SECURE EFFECTIVE SANCTIONS AGAINST SOUTH AFRICA.THEY ALSO AGREED ON THE NEED TO USE EVERY MEANS AT THEIR DISPOSAL TO SUPPORT WHATEVER ACTIONS WERE RECOMMENDED IF PORTUGAL FAILED TO YIELD TO WORLD JUDGMENT ON THE ISSUE OF SELF-DETERMINATION FOR HER AFRICAN TERRITORIES.
