THE TWO SIDES CONFERRED FOR ONLY ONE AND A HALF HOURS, DURING WHICH THE NORTH VIETNAMESE ACCUSED PRESIDENT JOHNSON OF TALKING PEACE AS A VOTE-CATCHING MANOEUVRE IN THE U.S. PRESIDENTIAL ELECTION.

    THE CHIEF HANOI DELEGATE, M. XUAN THUY, TOLD THE AMERICANS THAT IF WASHINGTON WANTED PEACE IT MUST IMMEDIATELY AND UNCONDITIONALLY STOP THE BOMBING AND ALL OTHER ACTS OF WAR AGAINST NORTH VIETNAM.

    M. THUY'S AMERICAN COUNTERPART, MR AVERELL HARRIMAN, AT TODAY'S SESSION CALLED ON THE NORTH VIETNAMESE TO JOIN WITH THE UNITED STATES IN WITHDRAWING THEIR FORCES AND MOVE TOWARDS PEACE IN VIETNAM.
