  • Description

THE VICTORIA FALLS CONFERENCE, CALLED BY MR. R.A BUTLER, BRITISH MINISTRY FOR AFRICAN AFFAIRS, TO DISCUSS THE BREAK UP OF THE CENTRAL AFRICAN FEDERATION CONTINUES TODAY (MONDAY).)
YESTERDAY WAS A REST DAY FOR THE DELEGATES TO THE CONFERENCE WHICH BEGAN ON JUNE 28. MANY OF THE LEADING FIGURES ATTENDED CHURCH IN THE MORNING, AMONGST THEM MR. BUTLER, MR. KAUNDA, THE NORTHERN RHODESIA AFRICAN LEADER, AND MR. WINSTON FIELD, THE SOUTHERN RHODESIA PRIME MINISTER. THEY HEARD THE FEDERATION'S ARCHBISHOP, THE MOST REV. OLIVER GREEN-WILKINSON PREACH A SERMON ON HUMILITY.

AFTER THE CHURCH SERVICE, MR. KAUNDA CROSSED THE ZAMBESI AND WENT TO LINDA, A SMALL TOWN NEAR LIVINGSTON, NORTHERN RHODESIA, TO ADDRESS A RALLY OF ABOUT 3,000 SUPPORTERS OF HIS UNITED NATIONAL INDEPENDENCE PARTY. MR. JOSHUA NKOMO, THE SOUTHERN RHODESIAN AFRICAN LEADER, WHO UNLIKE KAUNDA HAS NO SEAT IN PARLIAMENT, ALSO SPOKE FROM THE FLATFORM. HE DEMANDED THAT THE BRITISH GOVERNMENT SHOULD AGREE TO SOUTHERN RHODESIAN CONSTITUTIONAL CONFERENCE IMMEDIATELY AFTER THE FEDERAL CONFERENCE.

MR. KAUNDA TOLD HIS ENTHUSIASTIC AUDIENCE THAT SIR ROAY WELENSKY, THE FEDERAL PRIME MINISTER, WAS GETTING READY TO JOIN THE SOUTHERN RHODESIAN POLITICS, AND THAT THIS WAS SOMETHING HE HAD ALWAYS FEARED. THE SITUATION IN SOUTHERN RHODESIA WAS "VERY EXPLOSIVE AND INDEED SAD." THERE WAS A SPLIT IN THE SOUTHERN RHODESIAN CABINET, HE IS REPORTED AS SAYING. HE OFFERED TO MEET MR. WINSTON FIELD, FOR TALKS ON THE POLITICAL SITUATION, AND CALLED FOR A LIFTING OF THE BAN ON THE ZIMBABWE AFRICAN PEOPLE'S UNION.

MR. KAUNDA'S SPEECH BROUGHT SWIFT REACTIONS AT VICTORIA FALLS. MR. FIELD SAID HE WAS WILLING TO MEET MR. KAUNDA, BUT DENIED ANY KNOWLEDGE OF SIR ROY WEELNSKY ENTERING SOUTHERN RHODESIAN POLITICS. HE DENIED, ALSO, THAT THERE WAS ANY SPLIT IN HIS CABINET. LATER HE RETRACTED HIS OFFER TO MEET MR. KAUNDA BECAUSE HE DID NOT CHOOSE TO DISCUSS INTERNAL POLITICS AT THE FOUR-GOVERNMENT CONFERENCE ON THE CENTRAL AFRICAN FEDERATION.
