    THE SPANISH FOREIGN MINSTER, FERNANDO MARIO CASTIELLA Y MAIZ CONFERRED BRIEFLY YESTERDAY (TUESDAY) WITH THE AMERICAN SECRETARY OF STATE, WILLIAM ROGERS. THESE LAST MINUTE NEGOTIATIONS ARE EXPECTED TO PRODUCE AGREEMENT ON A FIVE-YEAR RENEWAL OF THE U.S. BASES AGREEMENT, AND CONTINUANCE OF AMERICAN MILITARY AID TO SPAIN.

    THE PRESENT AGREEMENT, REACHED BETWEEN THE TWO COUNTRIES IN 1953 AND RENEWED IN 1963, EXPIRES TODAY (WEDNESDAY). NO RENEWAL AGREEMENT WAS REACHED DURING THE 1968 TALKS AT MINISTERIAL LEVEL LAST SEPTEMBER. US OFFICIALS SAID SPAIN WAS ASKING 700 MILLION DOLLARS (250 MILLION POUNDS STERLING) IN MILITARY AID.

    NOW, HOWEVER, INFORMED SOURCES SAY THAT THE TWO SIDES ARE NEAR AGREEMENT ON A FIVE-YEAR RENEWAL AND COMBINED MILITARY AND ECONOMIC AID PACKAGE OF ABOUT 200 MILLION DOLLARS (83 MILLION POUNDS STERLING).

    THERE IS OPPOSITION FROM INFLUENTIAL MEMBERS OF CONGRESS TO ANY INCREASED AID TO SPAIN, AND AS NEGOTIATIONS ARE GOING ON A SENATE FOREIGN RELATIONS SUB-COMMITTEE IS INVESTIGATING ALL US MILITARY BASES AND COMMITMENTS ABROAD.

    AMERICA HAS THREE AIRBASES AND A NUCLEAR SUBMARINE PORT IN SPAIN UNDER THE PRESENT AGREEMENT.
