    SPEECH TRANSCRIPT OF SEQUENCE ONE: PAZNER: "Our action inside Lebanon was in no way directed against either the state of Lebanon of the people of Lebanon, to which we, we wish them all well. Our action was directed against the PLO terrorists who established a state within a state in Southern Lebanon and who threatened our security, our security on the northern border. In our view, this came about because in 1969, Lebanon was forced to accept a dictate from Arab countries which was, I would say, an attempt units sovereignty, In order to avoid all that, we are now negotiating with Lebanon, not only security arrangements, on our northern border, in Southern Lebanon, but also to establish good neighbourly relations between our two countries, because if that is not achieved, no security arrangements can hold. And we hope very much that Lebanon will know how to resist any pressure from the Arab states who are trying to prevent an agreement between Lebanon and Israel."

    The ninth round of talks between Lebanon and Israel on the withdrawal of foreign troops from Lebanon ended on January 24 without agreement. The negotiators, meeting at Khalde, Lebanon, could not resolve an arguments over where and when a series of sub-committees should continue their work. Lebanon had also rejected Israel's demand to keep Israeli-manned early-warning posts in the country after any withdrawal of its troops. Israeli spokesman Avi Pazner reporters the security arrangements his country wanted in Lebanon to prevent infiltration by the Palestine Liberation Organisation (PLO) would be meaningless without good neighbourly relations between the two countries. The meeting was held after the U.S. Special Envoy Philip Habib, left Israel for Washington at the end of a diplomatic mission which, Israel officials said, had failed to yield any progress.
