    Background: ZAMBIA IS TO RESUME THE EXPORT OF LIMITED QUANTITIES OF COPPER THROUGH RHODESIA. SINCE EARLY LAST MONTH, ZAMBIA HAS BEEN SHIPPING ITS COPPER BY ROAD THROUGH THE CONGO TO DAR-ES-SALAAM, RAILWAYS, AND THIS HAS RESULTED IN A LARGE PILE-UP OF SUPPLIES AT DEPOTS IN THE ZAMBIAN COPPER BELT.

    THE DISPUTE BETWEEN ZAMBIA AND THE AUTHORITY OF THE RAILWAYS SYSTEM JOINTLY OWNED BY RHODESIA AND ZAMBIA THAT RUNS THROUGH RHODESIA FOLLOWED ZAMBIA'S REJECTION OF A DEMAND FOR PAYMENT FOR FREIGHT IN ADVANCE IN HARD CURRENCY, AND THE TRANSFER OF GBP1,000,000 STERLING FROM ZAMBIA TO RHODESIA TO MEET RUNNING COSTS OF THE RAILWAYS SYSTEM.

    A STATEMENT BY THE ZAMBIAN GOVERNMENT TODAY (FRIDAY) SAID THAT, BECAUSE ALTERNATIVE EXPORT ROUTES HAD NOT YET SUFFICIENTLY DEVELOPED TO CARRY ALL COPPER EXPORTS, IT WOULD TEMPORARILY BE NECESSARY TO ALLOW SMALL TONNAGES TO BE EXPORTED ON THE RHODESIA RAILWAYS. THE PAYMENT ARRANGEMENTS WERE NOT EXPLAINED IN THE STATEMENT.

    SINCE THE HALTING OF SHIPMENTS THROUGH RHODESIA, EXPORTS OF ZAMBIAN COPPER HAVE BEEN RUNNING AT BETWEEN A THIRD AND A HALF OF PRODUCTION OF ABOUT 2,000 TONS A DAY, BUT PRODUCTION HAS NOT SEEN AFFECTED BY THE RAIL CRISIS. A SPOKESMAN FOR ROAN SELECTION TRUST, ONE OF THE MAIN COPPER MINING GROUPS, SAID HIS COMPANY WAS AWAITING CLARIFICATION OF THE BASIS FOR PAYMENTS OF FREIGHT CHARGES.
