    Background: President Francois Tombalbaye of Chad made a triumphant tour of the norther areas of the country -- troubled in the past by rebellion -- earlier this month. The head of sate got one of his warmest receptions at Mongo, where he pardoned 141 former rebels who were among the crowds.

    SYNOPSIS: President Francois Tombalbaye rides on horseback through the cheering crowds of Biltine. His tour of norther regions of Chad earlier this month -- including areas troubled in the past by rebellion -- turned into a personal triumph for the head of state.

    A recurring theme of the President's speeches during his tour was to urge the people to the task of national reconciliation. He asked for Franco-Chadian forces to be accepted as defenders of internal security. And he explained decisions of the last Congress of the ruling Progressive Party, and also set prisoners free.

    A hundred and forty-one former rebels in Mongo were granted a pardon by the President. Another sixty-two, not present, were also pardoned. It is estimated that about six-hundred people ave been detained for involvement with rebels, for carrying arms or on suspicion of being members of clandestine organizations.
