    FOUR CUBAN FISHING BOATS AND THE THIRTY EIGHT MEN IN THEIR CREWS WERE DETAINED BY THE UNITED STATES IN KEY WEST, FLORIDA AFTER BEING INTERCEPTED AT SEA OFF THE DRY TORTUGAS ON SUNDAY.

    THE DRY TORTUGAS ARE SMALL ISLANDS AT THE EASTERN END OF THE GULF OF MEXICO NEAR THE FLORIDA KEYS. THE VESSELS WERE ESCORTED BY A U.S. COAST GUARD CUTTER 65 MILES EASTWARDS TO KEY WEST, ARRIVING ON MONDAY.

    CUBA PROTESTED THE ACTION IN A NOTE TO THE PRESIDENT OF THE UNITED NATIONS SECURITY COUNCIL. CUBAN FOREIGN MINISTER, RAUL ROA ANNOUNCED IN HAVANA THAT THE VESSELS HAD BEEN DETAINED ON THE HIGH SEAS AND FORCED INTO U.S. TERRITORIAL WATERS IN WHAT HE CALLED "A NEW TYPE OF YANKEE PIRACY".

    THE CUBANS AND THE FISHING VESSELS ARE AT THE KEY WEST NAVAL BASE WHILE FEDERAL AND STATE AUTHORITIES QUESTION THEM.

    A U.S. STATE DEPARTMENT OFFICIAL CLAIMS THE VESSELS WERE COMMERCIAL CUBAN FISHING BOATS WHICH WERE TAKING FISH ILLEGALLY IN U.S. TERRITORIAL WATERS. FEDERAL LAW, HOWEVER, CONTAINS NO PENALTY FOR POACHING. FLORIDA STATE OFFICIALS INDICATED THAT THEY MIGHT PROSECUTE THE CUBANS FOR FISHING IN FLORIDA WATERS WITHOUT A LICENCE.
