    A three-day conference on mutual co-operation between the European Economic Community and the Arab World opened in Rome on Tuesday (22 July) in an atmosphere of tension.

    The tension arose over a recent vote by the Common Market's European, Parliament condemning a Palestinian bomb attack in Jerusalem.

    After the Italian Under-Secretary-of-State for Foreign Affairs, Signor Francesco Cattania, welcomed the delegates, the President of the Arab delegation at the conference, Mr. Nij Middin Dajani, from Jordan, said that the vote had caused dismay in the Arab world. He claimed that it signified a desire in some circles to prejudice Euro-Arab relations. But he added that the meeting showed a common will to pursue the Arab-European dialogue and to advance mutual co-operation.

    The talks began in Cairo last month. But the European Parliament's resolution at one time threatened to provoke an Arab boycott of the Rome meeting.

    The Arab side also raised the controversial question of national representation at the talks, including whether or not the Palestine Liberation Organisation (PLO) should be given full formal delegate status.

    The delegates agreed to open discussions in six working groups to cover: industry, agriculture, finance, trade, technology, culture, labour and social questions. European delegates said they did not expect the talks to lead to any immediate agreement. They said their philosophy was to create a relationship which would not be at the mercy of events in the Middle East as these were beyond the power of European countries to influence.

    On the Arab side, a main aim is to establish a stable long-term relationship offering an alternative to links with the two super-powers the United States and the Soviet Union.
