    SOVIET AMBASSADOR TO THE UNITED NATIONS, JACOB MALIK, SAID YESTERDAY (FEBRUARY 18TH) THAT THE SOVIET UNION WOULD REFUSE TO JOIN IN A UNITED NATIONS PROGRAMME TO HELP UNDERDEVELOPED NATIONS, IF WEST GERMANY WAS ALLOWED TO PARTICIPATE.

    MALIK MADE THE STATEMENT AT A PRESS-CONFERENCE. HE ALSO ATTACKED WEST GERMANY FOR WHAT HE DESCRIBED AS ITS "ILLEGAL" ATTEMPT TO HOLD PRESIDENTIAL ELECTIONS IN BERLIN. BUT HE SAID THE U.N. ISSUE AND THE LATEST CRISIS OVER THAT CITY WERE NOT RELATED.

    MOST OF THE PRESS-CONFERENCE WAS DEVOTED TO WHAT THE RUSSIAN AMBASSADOR CALLED AN "ULTIMATUM" BY WEST GERMANY'S ALLIES TO GET THE BONN GOVERNMENT REPRESENTED ON THE 54-NATION DEVELOPMENT PROGRAMME COMMITTEE. THE COMMITTEE, WHOSE FORMAL TITLE IS THE PREPARATORY COMMITTEE FOR THE SECOND DEVELOPMENT DECADE, WAS ESTABLISHED BY THE GENERAL ASSEMBLY. IT WILL DRAW UP GUIDELINES FOR ECONOMIC DEVELOPMENT PLANNING AND ASSISTANCE THROUGH U.N. FACILITIES.
