    Paris - the old scenes are as charming as ever, but this year the city will be host to representatives of East and West at the Summit conference, due to begin May 16.

    Already there are a few signs of the coming meeting - the walls of the Elysee Palace are being given a clean - ready for the first meeting of heads of government May 16 - and cleaning is also going on at the former NATO headquarters, the Palais de Chaillot, which has been transformed for the occasion into a central Press office.

    Foreign ministers are expected to begin arriving May 13, and heads of government May 15, when there will be a final Western summit-before-the-summit meeting.

    The Elysee Palace may be the setting for a first meeting of Western foreign ministers, May 15 afternoon.

    Premier Macmillan will be staying at the British Embassy; President Eisenhower at the US Ambassador's Residence - just over a mile from the US Embassy on the Place de la Concorde; Chancellor Adenauer at the Hotel Bristol in the Faubourg St. Honore. As for Premier Khrushchev - fresh from his diplomatic success over the US spy plane - it's thought he will stay in the Soviet Embassy.

    The "Quai d'Orsay" - France's Foreign Office overlooking the Seine - will be the scene for some of the meetings between foreign ministers.
