    RAMPHAL: "Many people the world over are with you at this moment when desperate men do terrible things that can only make the resolution of problems more difficult. And yet, at the same time, by doing them, confirm that we are approaching the end of the process of the delay of independence in Zimbabwe. And the government is absolutely convinced, of course, that sanctions must continue, so long as the independence of a free Zimbabwe is being put forth."

    REPORTER: "Now, what is the Commonwealth doing about the Ugandan and Tanzanian conflict?"

    RAMPHAL: "First of all, I am here. I go on from here to dar es Salaam. Naturally, I am distressed by any conflict of that kind, whether between Commonwealth countries, or others affecting Commonwealth countries. I am particularly distressed at any conflict which takes the form of an incursion across borders. I am especially concerned when that conflict arises at a time when one frontline state is facing assault from the air, and another frontline state finds itself threatened across its borders. These impinge on the whole conflict in Zimbabwe itself, and I think have to be seen in that context."

    Background: The Secretary General of the British Commonwealth, Mr. Shridath ramphal, flew to Africa last week (2 November) for urgent talks with the presidents of Zambia and Tanzania, Mr. Kenneth Kaunda and Dr. Julius Nyerere. His visits follow soon after Rhodesia's attack on nationalist guerrilla bases in Zambia, and Uganda's border conflict with Tanzania. Mr. Ramphal spoke to newsmen on both issues when he arrived in the Zambian capital of Lusaka on Friday (3 November).
