Background: M. Spaak, NATO secretary general, gave a press conference at the new NATO headquarters in Paris, Dec. 14. He was speaking on the eve of the meeting of the NATO Foreign, Defence and Finance Ministers in the new Headquarters, begun in 1955 and now being used for the first time for major NATO meetings.
M. Spaak said that he did not believe in the reports of a serious "malaise" between NATO powers. In the future, he thought NATO would place more emphasis on economic problems, including relations between the United States and Europe, and between the Common Market Six and the Outer Seven.
