The tour has beer seen as an attempt by Rumania to play an independent role in international affairs, as well as cementing relations among socialist countries and the international communist party.
During his visit to Hanoi, President Ceausescu reaffirmed his country's support for the North Vietnamese in their struggle against the United States and its allies in Indochina. PREMIER PHAN VAN DONG AND THE HEAD OF THE NORTH VIETNAMESE COMMUNIST PARTY, LE DUAN, USHERED THE RUMANIAN DELEGATION INTO THE GREAT HALL. THIS MARKS THE FIRST TIME THAT RUMANIAN DELEGATES HAVE VISITED HANOI OFFICIALLY. IN A JOINT COMMUNIQUE ISSUED ON THE 20TH OF JUNE, BOTH RUMANIA AND NORTH VIETNAM PLEDGED TO STRENGTHEN THE TIES AMONG ALL SOCIALIST COUNTRIES. A DELEGATION FROM NORTH VIETNAM HAS ACCEPTED AN INVITATION TO VISIT RUMANIA.
