THE INCIDENTS AROSE FROM THE BUGANDAN GOVERNMENT'S ULTIMATUM TELLING THE UGANDA GOVERNMENT TO QUIT ITS TERRITORY. ROADBLOCKS WERE BEING MAINTAINED THIS WEEK. AND ON TUESDAY IT WAS ANNOUNCED THAT TROOPS WERE STILL SEARCHING FOR ARMS IN THE PALACE OF THE MISSING KABAKA OF BUGANDA, "KING FREDDY". THE VISNEWS CAMERAMAN WAS THE FIRST CIVILIAN TO BE ALLOWED INTO THE PALACE SINCE THE DECLARATION LAST WEEK OF STATE OF EMERGENCY.

    BUGANDA, WHICH CONTAINS TWO MILLION OF UGANDA'S SEVEN MILLION POPULATION, ISSUED ITS ULTIMATUM IS REPLY TO PRESIDENT MILTON OBOTE'S ABROGATION OF THE 1962 CONSTITUTION, UNDER WHICH THE KINGDOM ENJOYED FEDERAL STATUS.

    THE KABAKA, SIR EDWARD FREDERICK MUTESA, HAS BEEN MISSING SINCE THE PALACE BUILDING WERE OCCUPIED LAST WEEK. ABOUT 40 PERSONS WERE KILLED AND 600 ARRESTED AS TROOPS TOOK OVER THE PALACE FOLLOWING THE ULTIMATUM.

    ON TUESDAY, DR OBOTE PUBLICLY WARNED AGAINST FOREIGN INTERFERENCE IN THE CRISIS. HE SAID IT WAS WISHFUL THINKING TO SAY THE UNITED NATIONS COULD BE INVOLVED. (BEFORE THE SITUATION BLEW UP, THE KABAKA APPEALED TO THE U.N. SECRETARY-GENERAL, U THANT, TO USE HIS GOOD OFFICES IN THE CONFLICT BETWEEN PRESIDENT OBOTE AND HIMSELF.) PRESIDENT OBOTE ALSO SAID THAT DOCUMENTS CAPTURED IN THE PALACE SHOWED PLANS HAD BEEN MADE FOR REBELLION LONG BEFORE THE PASSING OF THE NEW CONSTITUTION.
