    CASUALTIES WERE VERY LIGHT. A GOVERNMENT SPOKESMAN SAID IN DELHI TODAY THAT THE DEATH ROLL COULD NOT EXCEED 20 TO 25 EITHER SIDE. SOME 3,500 PORTUGUESE SOLDIERS HAVE SURRENDER IN GOA, WHICH IS NOW UNDER INDIAN MILITARY GOVERNMENT. PUBLIC SERVICES ARE ALL IN WORKING ORDER DESPITE THE REPORTED PORTUGUESE PLAN TO SABOTAGE THEM. MORE THAN 1,000 POLICE HAVE FOLLOWED UP THE MILITARY FORCES TO MAINTAIN ORDER IN THE VILLAGES, AND MORE ARE TO FOLLOW.

    REPORTS FROM INDIA CLAIM THAT TROOPS ENTERED GOA "AMIDST SCENES OF TUMULTUOUS REJOICING AND JUBILATION," AND WERE "SURROUNDED BY THE CHEERING POPULACE." MR NEHRU, PRIME MINISTER OF INDIA, CONGRATULATED THE ARMY ON "THIS CLEAN AND EFFICIENT WORK."
    INDIAN DEFENCE MINISTRY REPORTS SAID ROADS HAD BEEN HEAVILY MINED AND CULVERTS DESTROYED, BUT THESE WERE THE ONLY DELAYING FACTORS. THERE WAS HARDLY ANY RESISTANCE TO THE TROOPS' ADVANCE. THE WHEREABOUTS OF THE PORTUGUESE GOVERNOR-GENERAL, GENERAL MANUEL ANTONIO VASSALO E SILVA, WHO SIGNED THE SURRENDER, IS NOT CLEAR. REPORTS FROM DELHI CLAIM HE IS AT THE PORT OF MARMAGAO, WHILE OTHERS CLAIM HE HAS ESCAPED IN A FRIGATE FROM THE HARBOUR. MAJOR-GENERAL CANDETH IS THE NEW MILITARY GOVERNOR.
