    Thousand of people attended the traditional annual Otango Festival at Kareygorou, near the Niger capital, Niamey, recently.

    SYNOPSIS: Niger's Head of State Lieutenant-Colonel Seyni Kountche led the numerous government officials and diplomats who took part in the celebration. Otango is a happy informal affair and marks the return of nomadic herdsmen and their flocks of cattle and sheep to the settlements. For centuries it has been the custom of the permanently settled people of Djerma to send their animals out to pasture in the care of the nomadic Peulhs. When the cattle and sheep are ready for market they're brought back and receive a rousing welcome.

    This year, for the first time for years, there were good rainfalls and the herds returned sleek and fat. According to tradition, the best cow of the herd was singled out and presented as a gift to Lt.-Colonel Kountche.
