    Zulu leader Chief Gatsha Buthelezi is seeking self-rule for his four-million strong people by working within the South African government's system of apartheid -- or separate development. A member of the Zulu royal dynasty, he is clear favourite to become Chief Minister of an elected Parliament of Zululand -- one of the nine Bantustans or "black homelands" - promised independence.

    In spite of his own belief in a multi-racial community, Chief Buthelezi has been prepared until now to take the South African government at its word. Zulus, he says, have no option - they are operating from a position of powerlessness. But his outspoken attacks on national policies have won him huge popularity amongst his own people and made him one of the most formidable black figures in South Africa.
