    BUT HE WARNED THAT, IF NORTH VIETNAM AND THE VIETCONG CONTINUED THEIR "AGGRESSION AND SUBVERSION", SOUTH VIETNAM MUST BE PREPARED TO MAKE MORE SACRIFICES AND MORE EFFORT TO SHORTEN THE WAR.

    THE 45-YEAR-OLD VICTOR OF LAST MONTH'S PRESIDENTIAL ELECTION (PRIME MINISTER) NGUYEN CAO KY IS VICE-PRESIDENT) WAS ADDRESSING THE OPENING SESSION OF THE 60-SEAT SENATE, THE ELECTIONS FOR WHICH WERE HELD ON THE SAME DAY AS THE PRESIDENTIAL VOTE.

    GENERAL THIEU, WHO IS DUE TO BE INAUGURATED PRESIDENT AT THE END OF THIS MONTH, SAID THAT EVEN TODAY HIS GOVERNMENT STILL SINCERELY WISHED THE NORTH VIETNAMESE GOVERNMENT WOULD GO TO THE CONFERENCE TABLE WITH THEM "TO DISCUSS THE LOGICAL AND CONCRETE STEPS TOWARD AN EFFECTIVE PEACE."
    HE ALSO PROMISED SWEEPING MEASURES TO ELIMINATE CORRUPTION IN THE ARMY AND GOVERNMENT ADMINISTRATION.
