    In Teheran, government troops appear to have the city under control after the riots on Friday (8 September) in which 58 people died. They were the worst demonstrations against the Shah since the present wave of unrest began.

    SYNOPSIS: By Sunday, as the capital's chaotic traffic built up to normal in the streets, there were only a few troops openly on patrol in those areas where rioting broke out after the Government imposed martial law in Teheran and 11 other major centres. There were some armoured vehicles near main buildings, but they appeared to be a token show of martial law. Eyewitnesses said that it looked as if the Government's action had been successful in crushing street opposition to the Shah's regime, at least for the present.

    There was an extraordinary session of the Iranian parliament on Sunday morning (10 September) at which the Prime Minister Jaafar Sharif-Emani presented his cabinet and his Government programme. It had been hoped that the new government would appease political and religious opposition and defuse the spreading anti-government violence. However the opening of the session was interrupted by a group of opposition members who shouted anti-government slogans. Later they walked out in protest.

    The Prime Minister said that the Government had been forced to take the extreme act of bringing in martial law because the political liberalisation programme had been abused. He said the freedoms given by the government had been used against the people. The new government's programme promises freedom of the press, political freedom, a campaign against corruption and social justice.
