    MINISTERS OF THE EUROPEAN COMMON MARKET COUNCIL, MEETING IN BRUSSELS, TODAY (THURSDAY) AGREED ON A SYSTEM FOR FUTURE CONTACTS BETWEEN IN BRUSSELS, TODAY (THURSDAY) AGREED ON A SYSTEM FOR FUTURE CONTACTS BETWEEN THEIR SIX MEMBER COUNTRIES AND BRITAIN - A MOVE SEEN BY DIPLOMATIC OBSERVERS AS REMOVING ONE OF THE BIGGEST OBSTACLES TO FURTHER PROGRESS IN THE COMMUNITY.OBSERVERS SAID THAT DISAGREEMENT OF THIS QUESTION HAD PRACTICALLY PARALYSED THE WORK OF THE COUNCIL DURING THREE MONTHS, PARTICULARLY OVER A COMMON AGRICULTURAL POLICY.

    DOCTOR JOSEPH LUNS, THE NETHERLANDS FOREIGN MINISTER AND CHAIRMAN OF TODAY'S COUNCIL MEETING, TOLD REPORTERS THAT DISCUSSION BETWEEN THE "SIX" AND BRITAIN WOULD LEAVE OPEN THE POSSIBILITY OF BRITAIN EVENTUALLY JOINING THE COMMON MARKET.

    THE SYSTEM OF CONTACTS AGREED UPON TODAY IS REPORTED TO PROVIDE FOR REGULAR THREE-MONTHLY MEETING WITHIN THE FRAMEWORK OF THE MINISTERIAL COUNCIL OF THE SEVEN-NATION WESTERN EUROPEAN UNION, OF WHICH THE "SIX" AND BRITAIN ARE MEMBERS.NO DATE OR PLACE HAS YET BEEN FIXED FOR THE FIRST MEETING, PENDING BRITAIN'S REPLY TO THE NEW PROPOSALS.
