    MR. RALPH FORBES, SELF-STYLED "WEST COAST FUEHRER OF THE AMERICAN NAZI PARTY," HAD BEEN GRANTED A PERMIT TO HOLD THE RALLY IN A PARK IN BURBANK, A LOS ANGELES SUBURB. THREE OTHER FOLLOWERS WERE ALSO THERE.

    THROUGHOUT HIS SPEECH, MR. FORBES, WHO CALLS HIMSELF LIEUTENANT, WAS CONSTANTLY HECKLED BY THE 100-STRONG AUDIENCE. HE CRITICISED THE NEGRO LEADER, THE REVEREND MARTIN LUTHER KING, ACCUSING HIM OF PRO-COMMUNIST SYMPATHIES.

    AFTERWARDS, MR. FORBES AND HIS ASSISTANTS MADE A FAIRLY BRISK EXIT, WALKING OVER TO A CAR AND DRIVING OFF, LEAVING BEHIND A SHOUTING CROWD.
