    Background: In Pretoria, October 20, Dr. Verwoerd, the Prime Minister enlarged his cabinet by the appointment of four new nationalist ministers.

    The four, close supporters of Dr. Verwoerd, were seen by observers to add new pillars of strength to apartheid and the South African ruling party's aim of hastening the birth of a republic.

    After the new members were sworn in, they posed with Dr. Verwoerd (with the exception of Dr. Albertus Van Rhyn who was leaving for London to become High Commissioner): Mr. W.A. Maree, Dr. J.A.M. Hertzog and Mr. D.C. Huvs.

    New Deputy ministers were also appointed.

    In Johannesburg a protest by the United English Speaking South Africans demanded retaining links with Britain. Overnight Union Jacks appeared in the street.

    Next day, paper Union Jacks appeared in other cities. And at the U.N., the special political committee of the General Assembly adopted by an overwhelming majority a resolution regretting the apartheid policies of the South African Government.

    The resolution, sponsored by 33 countries, expressed regret and concern that the South African Government had not yet responded to the committee's appeals to "reconsider governmental policies which impaired the right of all racial groups to enjoy the same rights and fundamental freedoms."
