    In this exclusive Visnews interview, Prince Buu Loc, the former South Vietnamese leader, gives his views no what will happen in Vietnam after the strongly-expected cease-fire.

    The Prince was the French High Commissioner in Vietnam in 1952, and served as Prime Minister for the South Vietnamese Government in 1953 and 1954. He is a member of the Vietnamese Imperial Family.

    SYNOPSIS: Prince Buu Loc, the former French High Commissioner in Saigon who became South Vietnam's Prime Minister, has given his views on the country's future. He spoke at his Paris home.

    The prince said that, while the present situation persisted, South Vietnam would remain a country where there was a clash between two ideologies--two ways of life which divide the world. The whole future of South Vietnam was at stake.

    That was why, he said, alongside the essential work of putting the country back in order after the end of hostilities, the South Vietnamese Government must establish and put into immediate effect a radical reform programme aimed at the interests of the people.

    The Prince said he thought the meet effective means of defeating the Viet Cong were being one jump ahead of it, and by making ambitious achievements in all fields. By starting a revolution instead of the Viet Cong, starting it before the Viet Cong and making it more far-reaching than the Viet Cong's own revolution.

    Moreover, he added, with communism we are entering the realms of convictions, of beliefs held with the strength of a religion. You can't fight a religion with the force of arms alone, said the Prince. You have to fight a mystique with another mystique. You fight strong ideas with other strong ideas. That's why, the Prince maintained, the development of political, economic and social strategies is essential.
