    Guinea-Bissau and the Cap Verde Islands want a new body to take over ASECNA's duties and controls. They say one of the first steps of a new authority would be to lower airport tariffs in West Africa. The results of the extraordinary ASECNA meeting in Dakar will be reported to the International Aviation Organisation.

    Background: An extraordinary meeting of the Agency for the Safety of Aerial Navigation (ASECNA) was held in the Senegalese capital of Dakar on Sunday (23 January). The meeting -- attended by representatives of 12 African states -- was called to deal with proposals by non-member countries Guinea-Bissau and the Cape Verde Islands for the establishment of a new West African aviation authority.

    SYNOPSIS: The meeting was attended by the Transport ministers of Senegal, Upper Volta and Mali, and senior representatives of Mauritania, the Congo, Gabon, Chad and the Malagasy Republic. Niger, Togo, Cameroun, and Ivory Coast also sent high ranking transport ministry officials, and France was represented by its ambassador to Senegal. Senegalese transport minister M. Mamadou Diop opened the conference with a speech strongly defending ASECNA.

    He said the situation facing ASECNA members was "grave". "It is essential that ASECNA survives and continues to serve Africa", he said. M. Diop said that the organisation was "a model for the aeronautical world". A meeting between ASECNA officials and representatives of Guinea-Bissau and the Cap Verde Islands was held last October to try and settle the issue. It proved unsuccessful.
