    Delegates to the General Conference of UNESCO - the United Nations Educational Scientific and Cultural Organisation - heard strong attacks against the Western news media on Friday (29 October).

    SYNOPSIS: The UNESCO conference is taking place in the Kenyan capital, Nairobi. The 140-nation organisation faces a 77 item agenda. With delegates from so many countries, there are fears of disagreement over some of the agenda subjects. One draft declaration says that all states are responsible for the international activities of their country's mass media. Chief United States delegate, John Reinhardt, has said if the draft is passed it will place too many strictures on the free flow of information.

    Cuba's delegate to the conference, Dr. Julio le Riverend Bussone, did not agree though. He said the Western media used sophisticated communications to attack developing countries but there was no recourse against such attacks.

    Dr. Bussone said that governments should be responsible for the actions of their news media. Iraq's Minister of Education, Mohammed Mahjoub, also accused the Western press of distortion, blackmail and manipulation of the news. But a number of the Western nations see the draft as an attempt to curb press freedom by giving governments control of both the domestic and foreign news media.
