    A KENYA AFRICAN DEMOCRATIC UNION DELEGATE TO THE LONDON TALKS ON THE KENYA CONSTITUTION, MR. MARTIN SHIKUKU, RETURNED TO NAIROBI YESTERDAY (FRIDAY) TO REPORT TO HIS PARTY. HE ARRIVED AT A TIME WHEN SPECULATION WAS HIGH THAT KADU PLANNED A BREAKAWAY STATE.

    MR. SHIKUKU, ITS GENERAL-SECRETARY, LATER CALLED FOR CALM AMONG PARTY MEMBERS. BUT HE ALSO GAVE A WARNING THAT "IF THE INDEPENDENCE OF KENYA IS DELAYED THE BLAME WILL REST SQUARELY ON THE SHOULDERS OF KANU" -- JOMO KENYATTA'S RULING PARTY.

    LONDON OBSERVERS STATED MR. SHIKUKU WAS SENT HOME BY KADU'S LEADER, MR. RONALD NGALA, TO PACIFY THE PARTY'S EXTREMISTS WHO ANNOUNCED ON WEDNESDAY THEIR INTENTION TO DECLARE AN INDEPENDENT REPUBLIC EMBRACING KADU-SUPPORTING REGIONS.

    KADU CHAIRMAN, MR. DANIEL MOI, SAID THEIR REPUBLIC PLAN WAS PROVOKED BY A REPORT IN THE NAIROBI PRESS IN WHICH MR. KENYATTA WAS REPORTED TO HAVE SAID "KANU HAD WON ALL AND KADU HAD LOST ALL." IN ADDITION, TROOPS HAD BEEN SENT TO KADU STRONGHOLDS AND THIS HAD CONVINCED THEM THE TALKS IN LONDON WERE WEIGHTED AGAINST THEM.

    AFTER TALKING WITH THE PARTY EXECUTIVE, MR. SHIKUKU RETURNED TO LONDON.

    (IN THE LONDON TALKS THE KANU CASE IS FOR A STRONGER CENTRALISED GOVERNMENT. THE MINORITY PARTY KADU WANTS GREATER REGIONAL AUTONOMY.)
