    THE VIETNAMESE PREMIER SAID THAT WHILE VIETNAM HAS MADE EFFORTS TO IMPROVE TIES WITH CAMBODIA, PRINCE SIHANOUK HAS SHOWN LITTLE DESIRE TO RECIPROCATE. SOUTH VIETNAM'S RELATIONS WITH CAMBODIA HAVE BEEN STRAINED SINCE THE FALL OF THE DIEM REGIME, TEN MONTHS AGO, HE ADDED.

    PRODUCING WHAT HE CLAIMED TO BE A LETTER FROM PRINCE NORODOM SIHANOUK, TO A PERSON WHOSE IDENTIFY HE WITHHELD, THE GENERAL PROVED PRINCE SIHANOUK HAD DIRECT FRIENDLY CONTACTS WITH THE COMMUNIST VIETCONG AND VIETNAMESE OPPOSITION ELEMENTS LIVING IN PARIS, THE FRENCH CAPITAL.
