    The Government of the North West Frontier Province in Pakistan recently decided to license the estimated half million guns in private hands in the province.

    There was such a rush of applications that after 100,000 licences had been issued, the provincial government declared a half, saying it needed time to clear the backlog of paperwork involved.

    It appears the main problem is that the licence must record the make and number of the weapon and many of the guns in the North West Frontier Province carry the same number. Most were hand-made in the small village of Darra-i-Adam Khal, where about four hundred gunsmiths make replicas of standard weapons, even copying the original number.

    Darra-i-Adam Khal, not far the famed Khyber Pass, is an 'azad ilaqa' - a free tribal territory immune from the law and which ???o policeman may enter under treaties dating back to the Moghul rule of India.

    So the gunsmiths of Darra-i-Adam Khel continue to make weapons and supply them to local Pathan tribesmen or to smugglers who carry the guns through the Khyber Pass to Afghanistan and beyond.

    Nearly all the four hundred men in the village carry on their traditional craft of making guns. Most of the estimated half a million privately-owned guns in the province were made in Darra.

    Most of the arms are replicas of standard weapons and customers can order copies of light machine guns like the Sten or Mauser or pistols at about five pounds each.

    The gunsmiths of Darra are causing a headache for the provincial government which recently started to license all private weapons. It found that many guns had the same numbers because they were exact copies - even down to the serial number.

    The guns are made with crude tools - metal parts are laboriously filed down to size.

    The provincial government has been unable to control the gunsmiths of Darra. The village lies in tribal territory which is immune from the law under treaties dating back to the time of the Moghuls.

    So the village continues to supply weapons to fierce Pathan tribesmen, who carry their guns openly, and to smugglers who carry the weapons through the nearby khyber Pass into Afghanistan and beyond.
