    Background: The Organization of American State (OAS) held a ministerial meeting in Washington Wednesday and Wednesday evening (19 May) and once again approved a resolution appealing to both sides in the Dominican Republic to cease fire.

    The group also heard a complaint from the OAS peace committee that the United States, by intervening militarily in the Dominican Republic, had "greatly obstructed" attempts to achieve a peaceful settlement on the island. the Five-man committee, composed of representatives of Argentina, Brazil, Colombia, Guatemala and Panama has been acting as the OAS's agent in the Dominican crisis.

    In addition to complaining of United States actions, the committee recommended that it be dissolved and replaced by a single OAS representative who could help mediate between the rebels and the junta. It called for the cessation of all United Nations activity in the Dominican Republic, until all peacekeeping procedures in the inter-American system had been exhausted.

    The OAS also heard a proposal from Venezuela that the Inter-American military force which has not yet been formed by instructed to achieve a cease fire by any means possible. U.S. representative Ellsworth Bunker said the United States could not participate in such an action because it would "commit U.S. forces to slaughtering Dominicans".
