    Praque University students announced today (Sunday) that they would take over the philosophy faculty building of Charles University in protest against Mr. Alexander Dubcek's replacement as Communist Party Leader by Dr. Gustav Husak. It will be the first major public protest since Thursday when Dr. Husak appeared on television with President Svoboda and declared 'there will be no changes in policy.'
    The full text of Dr. Husak's speech on Thursday night to the Communist party Central Committee appeared in the Czechoslovak newspapers the next morning, and until now the people of Prague have responded to his appeal for order. There has been no disruption of the normal life of the capital. Trade Union officials have cautioned workers, who had given strong support to Mr. Dubcek and his liberal programme to remain calm.

    In his speech, Dr. Husak described holding student-worker meetings as playing games with the authorities and warned 'everything has its limits including our tolerance'. He said personnel changes were necessary in the press, "some people speak of limitations on the press. But can a group of people control a large part of the press in which editions of millions influence the public? Just who are these people responsible to?" he asked.

    The new first Secretary has received telegrams of congratulation from other Warsaw pact leaders as well as from many organisations within Czechoslovakia.
