    A high-ranking delegation visited Abidjan in the Ivory Coast on Friday (April 26) to present President Felix Houphouet-Boigny with a personal message from Niger's new military leader, Lieutenant-Colonel Seyni Kountche. The delegation, led by Commander Idrissa Arouna, Niger's Minister of Public Works, indicated to newsmen that the message referred to relations between the two nations since Colonel Kountche led a successful coup against President Hamani Diori -- Charging his government with corruption, and inefficiency in dealing with Niger's drought problems.

    Commander Arouna told newsmen that all was calm in Niger following the coup, and people there were working together enthusiastically for the good of the nation.

    The delegation, which arrived in Abidjan on Thursday evening, (April 25) were staying at the Presidential Palace as the President's guests.
