President Urho Kekkonen of Finland is visiting the Soviet Union. It is his seventeenth trip to Moscow since 1956.
European security is believed to be the main subject of the discussions between the Finnish President and the Russian leaders.
President Kekkonen's visit is seen as a further step in the campaign for a European security conference which is being sought by the Soviet Union and the Warsaw Pact countries. Finland has already offered to act as host country to such conference.
The Prime Minister of Finland, Mr. Ahti Karjalainen, is due to pay an official visit to the Soviet Union in April.
