Background: The seventh session of the Supreme Soviet of the Russian Soviet Federative Socialist Republic (R.S.F.S.R.) was formally opened at the Big Kremlin Palace on Tuesday (June 30).

Soviet Prime Minister Alexei Kosygin was greeted by members of the Supreme Soviet upon his arrival, and applauded by the delegates and guests.

Deputy Millionshikov, a Chairman of the Supreme Soviet, opened the session, which will consider question of local industry, land codes, and the ratification of decrees of the Presidium of the Supreme Soviet.

Mr. Uspensky, Minister of Local Industry of R.S.F.S.R., spoke on the first question of the agenda.

Soviet Communist Party Leader Leonid Brezhnev failed to attend the opening of the Russian Federal Parliament. The last time his activities were reported in the Press was on June 15, when he was pictured voting in the elections for the All-Union Supreme Soviet. Pakistani officials were told he was on holiday when he did not receive visiting President Yahya Khan, but he is expected to go to Rumania early this month to sign a new friendship treaty.
