    Colonel Gaddafi also used the occasion to announce a ceasefire in the long-standing war in northern Chad between guerrilla forces and Chad government troops. He told the OAU delegates that the ceasefire had been agreed after a weekend meeting between representatives of the Libyan Jamahiriyah, Sudan and Chad. Chad had earlier complained to the United Nations that the Libyans had been aiding rebels in northern Chad. The Libyans denied this charge and the official Libyan news agency JANA reported at the weekend that Chad had agreed to withdraw the complaint. JANA also reported that Chad had agreed to resume normal diplomatic relations with Libya and that Colonel Gaddafi and President Felix Malloum of Chad would soon meet.

In a speech to open the meeting, the Libyan Head of State, Colonel Muammar Gaddafi condemned Egypt's role in the Middle East, and urged greater OAU support for black guerrillas fighting in southern Africa.

    SYNOPSIS: The Libyan Head of State was greeted with tumultuous applause as he arrived to open the eight-day Organisation of African Unity (OAU) ministerial conference.

    In his opening speech, Colonel Gaddafi launched an attack on Egypt's role in the Middle East. He said that last year's Afro-Arab summit in Cairo had agre???d on an economic boycott of Israel, and that the Egyptian government had faile??? to implement this by allowing the Israelis acc???ss to the Suez canal. Colonel Gaddafi's attack prompted the Egyptian delegation to walk out of the conference, which is being attended by delegates from th??? OAU's 49 member states.

    Wearing African robes, Colonel Gaddafi went on to say that the OAU must increase assistance to liberation movements fighting in Rhodesia and called for an intensification of the guerrilla war against the white minority government. He described the internal settlement now being negotiated in Salisbury as un???cceptable to Africa, saying it could only give rise to an independence devoid of real meaning. He urged delegates to push for a solution acceptable to the Patriotic Front.
