    MEMBERS OF THE ARMED FORCES AND POLICE HAVE ALREADY VOTED. THIS ENABLED THEM TO CARRY OUT THE JOINT SECURITY EXERCISE TO ENSURE A SMOOTH TRANSFER OF POWER TO A DEMOCRATICALLY ELECTED CIVILIAN GOVERNMENT.

    THE MOOD IN GHANAON THE EVE OF A RETURN TO CONSTITUTIONAL RULE THREE-AND-A-HALF YEARS AFTER THE OVERTHROW OF DR. NKRUMAH BY THE ARMY, IS ORDERLY THOUGH FESTIVE.

    ONE OF THE MAJOR PARTIES WOOING GHANA'S TWO-AND-A-HALF MILLION VOTERS IS THE PROGRESS PARTY, LED BY DR. K.A BUSIA -- 56-YEAR-OLD FORMER OPPOSITION LEADER AGAINST DR. NKRUMAH. POLITICAL OBSERVERS FEEL THAT DR. BUSIA WILL BE GHANA'S NEXT PRIME MINISTER, FORMING A PROGRESS PARTY GOVERNMENT.

    AT THE RALLY TWO OF THE MAIN SPEAKERS WERE MRS. BUSIA, WIFE OF THE PROGRESS PARTY LEADER, AND DR. F.T. SAI, THE PARTY'S CANDIDATE FOR OSU KLOTEY.

    THE MAIN OPPOSITION TO DR. BUSIA IN FRIDAY'S ELECTION WILL BE 57-YEAR-OLD MR. K. GBEDEMANH, LEADER OF THE NATIONAL ALLIANCE OF LIBERALS AND NKRUMAH'S FORMER FINANCE MINISTER.

    SOME DOUBT HANGS OVER HIS ELIGIBILITY TO STAND IN THE ELECTION BECAUSE OF ALLEGED IMPROPER SPENDING OF 17,000 POUNDS STERLING BY MR. GBEDEMAH DURING HIS PERIOD AS FINANCE MINISTER. UNLESS MR. GBEDEMAH'S NAME IS CLEARED BY AN ENQUIRY, A CLAUSE IN THE CONSTITUTION COULD PREVENT HIM FROM TAKING HIS SEAT IN PARLIAMENT.

    POLICE AND ARMY QUEUED UP ON MONDAY (AUGUST 25) TO VOTE FOR THE 477 CANDIDATES FROM FIVE PARTIES AND 20 INDEPENDENCE. PRECAUTIONS WERE TAKEN TO MAKE SURE NOBODY VOTED TWICE. THUMB PRINTS WERE TAKEN, AND THE LEFT THUMB AND PALM MARKED WITH INVISIBLE INK.

    THE CONSTITUENTS WAS GIVEN VOTING SYMBOLS REPRESENTING THE VARIOUS PARTIES BEFORE MAKING HIS CHOICE IN A SECRET BALLOT.

    BOTH MAJOR PARTIES ARE COMPETING IN 138 OF THE ELECTORATES AND HAVE ONE SEAT EACH UNOPPOSED.

    PRESIDENTIAL POWERS WILL FOR THE MOMENT STILL BE HELD BY THE NEWLY APPOINTED THREE MAN PRESIDENTIAL COMMISSION, HEADED BY BRIGADIER AKWASI AFRIFA.
