    THE SEVENTH CONGRESS OF THE SOCIALIST INTERNATIONAL OPENED IN ROME, ITALY, OCT 23, WITH DELEGATES FROM 43 NATIONS - REPRESENTING 65 MILLION SOCIALISTS - ATTENDING.

    IN HIS OPENING ADDRESS, THE CHAIRMAN, MR. ALSING ANDERSEN OF DENMARK, PAID TRIBUTE TO THE LATE MR. DAG HAMMARKSJOELD, AND SPOKE OF NEW ATTEMPTS TO SPREAD SOCIALISM IN AFRICA, ASIA AND SOUTH AMERICA, AND EFFORTS TO PREVENT POLITICAL PARTIES IN EMERGENT COUNTRIES FROM FALLING UNDER COMMUNIST CONTROL.

    HE ENDED BY SAYING:- "WE SHALL FIGHT AGAINST TOTALITARIANISM IN ALL ITS FORMS. WE SHALL FIGHT FOR THE LIBERATION AND SELF-DETERMINATION OF THE PEOPLES, NOT ONLY IN ASIA AND AFRICA AND LATIN AMERICA, WHERE TOTALITARIAN REGIMES STILL EXIST, BUT ALSO FOR THE SELF-DETERMINATION AND DEMOCRATIC RIGHTS OF THE PEOPLES OF SOUTH WESTERN AND EASTERN EUROPE WHERE THE PRESENT RULERS HAVE STILL NOT VENTURED TO PERMIT THEIR PEOPLES TO EXPRESS THEIR WILL IN FREE ELECTIONS".

    DELEGATES THEN RE-ELECTED MR. ANDERSEN AS CHAIRMAN, AND MR. HUGH GAITSKELL (BRITAIN); M. GUY MOLLET (FRANCE); AND HERR ERICH OLLENHAUER (WEST GERMANY) AS VICE-CHAIRMEN. THE CONGRESS WILL END ON OCT 27.
