Background: Crowds gathered at KEMAJORAN Airport, Djakarta, when President Soekarno left at 8 a.m. Monday, January 6th, for his "health" visit abroad. Many rumours have been current regarding the real reason for his leaving INDONESIA at such a crucial time. It seems most likely that he received a severe shock when an attempt was made to assassinate him through hand grenades (November 30th) and that he has been in fear for his life ever since; that this has affected his general health and that he feels the need of a holiday. At the same time this will be no rest cure; (details unpublished yet) but a formidable itinerary including INDIA, EGYPT, etc. etc., lies before him. With Foreign Minister - Dr. Subandrio, regarded as the shrewdest member of Cabinet, President Soekarno is expected to whip up greater support for INDONESIA, particularly re West New Guinea claims, in the countries he is to visit.

Mr. SARTONO, Speaker of Parliament, who is acting President, is practically unknown outside JAVA. In no way can he hope to emulate the hold Soekarno has over the masses. As one newspaper ("Times" of Indonesia) put it: "Never yet has a locum tenens pinch-hit successfully for a specialist".

The Secretary of the Communist Party - D. N. AIDIT - has denied that this party has any plans other than through the ballot box for attempting to seize power. It is certain that the Army will be more alert than ever for Communist encroachment during Soekarno's absence; but sections of the Army are known to support Colonel LUBIS (anti-Communist) who is still in hiding following his abortive uprising against the Government more than a year ago.

There is also much speculation as to future developments in the outlying regions during Soekarno's absence. SUMATRA is known to want to place Dr. HATTA in power as Premier. But HATTA is believed to have refused all such offers, having said that he would undertake the position if Soekarno offered it to him. Which Soekarno will not, as it would cause a loss of face to go back on his statements about "gotong royong", meaning Communist participation in the National Council.

The Diplomatic Corps and military and civilian V.I.P's farewelled him at the Airport.

There was strict but confused security, e.g., some cameraman had their cameras seized, others were free to film.

Soekarno looked cheerful. He said in farewell that he wasn't going to rest but was going to work for INDONESIA (i.e., by talking to NEHRU, NASSER, etc.
