DURING HIS VISIT HE MET AND TALKED WITH MR EISAKU SATO, THE PRIME MINISTER OF JAPAN. MR HUMPHREY ASKED MR SATO FOR THE HELP OF JAPAN "OR ANY OTHER GOVERNMENT" IN BRINGING ABOUT PEACE IN VIETNAM.

    DURING HIS TALKS WITH MR SATO, MR HUMPHREY HANDED THE JAPANESE PRIME MINISTER A DOCUMENT WHICH OUTLINES 190 CONVERSATIONS WHICH THE SECRETARY OF STATE DEAN RUSK HAS HAD WITH VARIOUS DIPLOMATS AND OTHERS IN AN ATTEMPT TO ASSEMBLE A PEACE CONFERENCE ON VIETNAM, MR HUMPHREY TOLD MR SATO THAT WHEN DEMONSTRATORS CALL FOR THE UNITED STATES TO WITHDRAW FROM VIETNAM THAT IS EXACTLY WHAT THE UNITED STATES WANTED TO DO. BUT, HE ADDED, THE UNITED STATES COULD NOT DO THIS UNTIL THE FREEDOM AND PEACE OF VIETNAM WERE GUARANTEED.

    IN HIS TALKS WITH MR SATO, MR HUMPHREY WAS ACCOMPANIED BY THE UNITED STATES AMBASSADOR TO TOKYO, MR EDWIN REISCHAUER AND MR JACK VALENTI, A PRESIDENTIAL ASSISTANT.

    LATER HE FLEW ON TO MANILA, IN THE PHILIPPINES TO REPRESENT THE UNITED STATES AT THE INAUGURATION OF PRESIDENT FERDINAND MARCOS TODAY (THURSDAY).
